About the Office of Professional Standards

The Milledgeville Police Department Office of Professional Standards (OPS) is responsible for ensuring that every member of the department upholds the highest levels of conduct, accountability, and professionalism. OPS operates with independence and transparency to maintain public trust and departmental integrity.

Use-of-Force Review

Every use of force by an MPD officer is documented and reviewed through a structured chain-of-command process. OPS oversees the review of use-of-force incidents to ensure compliance with departmental policy, state law, and constitutional standards. Patterns or trends identified through UOF review inform training, policy updates, and supervisory action as needed.

Internal Affairs

The internal affairs function investigates complaints alleging officer misconduct, policy violations, or conduct unbecoming a law enforcement officer. Investigations are conducted thoroughly, impartially, and in accordance with Georgia law and applicable labor agreements. Both complainants and officers are afforded appropriate due process throughout the process.

Filing a Complaint

Citizens wishing to file a formal complaint regarding officer conduct may do so by contacting MPD administration at (478) 414-4090 or in person at 125 Floyd L Griffin Jr St, Monday – Friday, 8:00 AM – 5:00 PM. All complaints are taken seriously and reviewed by command staff.

State Accreditation

The Milledgeville Police Department pursues and maintains accreditation through the Georgia Law Enforcement Certification Program (GLECP). Accreditation requires demonstrated compliance with established professional standards covering policy, training, operations, and administration. OPS manages the accreditation process, maintains required documentation, and coordinates assessments with the Georgia Association of Chiefs of Police.

Officer Certifications

OPS tracks and manages the certification status of all sworn personnel to ensure compliance with Georgia Peace Officer Standards and Training (POST) requirements. This includes:

  • Basic peace officer certification and maintenance training hours
  • Specialized certifications — instructor, K-9, forensics, SWAT, UAS, and others
  • First aid, CPR, and tactical medical certification tracking
  • Annual qualification records for firearms and less-lethal weapons
  • Coordination with Georgia POST for certification renewals and reporting

Policy & Compliance

OPS maintains the department's policy manual, ensuring all directives remain current with legal requirements, best practices, and GLECP standards. Policy updates are reviewed by command staff and communicated to all personnel. OPS also coordinates compliance audits and after-action reviews following critical incidents.
